00:15 ensure we've got a stable economy with strong fiscal rules so we don't have that sort of

00:20 turbulence because voters are worried about their public services. So I'm pleased that

00:26 we may be on the cusp of being able to change the chaos and division that's caused so much

00:32 difficulty under this government for so many councils.
