00:00 Davo del Norte's First District Representative, Pantalion Alvarez,
00:05 has ordered the House Ethics Committee to be biased
00:08 against the complaint filed that he has a connection to the Umanue Seditious Remarks
00:13 in the administration of the former.
00:15 Here's the details of Mel Alesmora's report.
00:17 The House Committee on Ethics and Privileges' DEA, Vice Chair Jill Bongalon,
00:24 has ordered the investigation of their committee on a complaint filed against Davo del Norte's First District Representative, Pantalion Alvarez.
00:34 Alvarez is a close ally of former President Rodrigo Duterte,
00:38 who has a lot of connections against the administration.
00:42 I just want to clarify that this complaint started because a case was filed against him.
00:51 So the Committee on Ethics has to act on the complaint filed.
00:56 I have no political position here.
00:59 I just happened to be complaining about our colleague in Congress and the committee has to act on it.
01:07 Yesterday, following their initial deliberation,
01:10 the Ethics Committee officially took the jurisdiction to hear the complaint against Alvarez
01:16 filed by Tagom City Mayor Ray Uy and other personalities.
01:20 Bongalon said they saw the complaint was sufficient in form and substance.
01:25 One of the sources of this complaint is Alvarez's seditious remarks when he asked the military to return the support to President Ferdinand R. Marquez Jr.
01:36 There are three grounds where the complaint filed against Congressman Alvarez was based.
01:44 Number one is the absences. Number two, the libelous utterances or statements made by Congressman Alvarez
01:54 against his public officials in Dabao del Norte, including a special assistant to the President, Lagdameo.
02:03 Number three, the seditious remarks or utterances made by Congressman Alvarez in one of the public rallies in Dabao del Norte.
02:15 Another member of the Ethics Committee, a young party-list representative Raul Manuel,
02:20 was encouraged to study the complaint thoroughly and that it will go through the right process.
02:26 On one hand, we want to see if there are really criminals, and if there are any penalties, we want to see that happen.
02:37 But we also don't want the cases in the Committee on Ethics to be used in politics against anyone who sees a rival.
02:47 We just want the right process.
02:49 In a text message, Alvarez said that he is now asking the Committee to discuss the complaint against him.
02:57 But he also insisted that it is not acceptable that his message was inciting sedition
03:04 because it was just a conversation and he is trying to do it in a proper and peaceful way.
03:10 For now, the Ethics Committee has not yet given a timeline on their investigation
03:16 because they will still look into the situation.
03:20 According to the statement, public office is a public trust.
03:24 So when the House Ethics Committee will be held,
03:27 they will continue to monitor the words, actions and movements of their associates.
