00:00The farmgate price of rice and its price in the market was questioned on camera.

00:06In the middle of that, some congressmen recommended to return the cheaper NFA rice to the market.

00:12Tina Pangaliban Perez and Jonathan Andal were the ones who pointed it out.

00:19It is possible to buy cheaper NFA rice in the markets in the coming June, according to the House Speaker.

00:27But that is if the rice tariffication law is amended.

00:30Under that law, NFA rice is only for buffer stock.

00:33They are using it as an example of calamity.

00:35The Speaker believes that the rice will be cheaper if it can be sold in the market.

00:40So, our target is that by June, we should bring the price of rice down by at least 10 or even 15 pesos,

00:49close to 30 pesos per kilo.

00:52The NFA leadership said that it is ready if that happens.

00:56If that mandate is given to us again, that we can enter the market and stabilize the price, we will accept that.

01:05If the NFA rice can be brought back to the market,

01:08is it possible to buy rice that is 20 pesos per kilo, which was once promised during the 2022 elections?

01:14That is our target because we know that the world market prices are really high.

01:21But that is what we are aiming for. That is the aspiration.

01:28Before May 25, the Senate passed a law that requires the Senate to go through the BICAM and approve the President.

01:36Romualdez believes that the President will be able to certify this as urgent.

01:39But will this be reached by June?

01:41We urge our friends in the Senate to make it urgent so that we can finish it

01:47and we can enjoy a lower price of rice from the NFA.

01:54The Department of Agriculture in the House of Representatives asked congressmen why rice is so expensive.

02:06The DA said that the price of rice is being followed by traders.

02:12Because we are liberalized, the global prices are being translated to the domestic market.

02:18We cannot be shielded.

02:21Of course, it is not prohibited for our traders to profit,

02:27but they also benchmark their prices on global prices.

02:33But a congressman's point is that the farm gate price of rice is too high for the price in the market.

02:40To go from the farm gate price to the mill price, more or less double, times two, right?

02:47Obviously, it's really the trading cost that makes it expensive.

02:54So if the government intervenes,

02:57what the government should do is bring rice closer to the consumers,

03:04eliminate the middlemen.

03:06But we don't see anyone profiting.

03:10We don't see anyone raising the price of rice.

03:17The Philippine Competition Commission assured that they are on guard.

03:21Recommendations of some congressmen,

03:23return rice sales to the markets to the National Food Authority or NFA.

03:28This will help farmers and will benefit buyers.

03:35The excess rice tariff collection and budget of the National Rice Program can be used as a subsidy.

03:41At present, it reached Php 49 billion.

03:45This Php 49 billion will be sufficient enough to subsidize rice for almost every Filipino, for the poor ones.

03:57If we can tinker this RTL, this rice tariffication law,

04:01so that empowering once again NFA to sell rice,

04:06even if it's a loss because we have to subsidize,

04:09as long as their money is in excess.

04:11Return the sale of NFA rice to the markets.

04:16But it is not allowed under the Rice Tarification Law.

04:20It can only be used for RFFA, land titling, crop diversification, and crop insurance.

04:27Also under the law, NFA is mandated to focus on maintaining a sufficient buffer stock

04:33to be sourced solely from local farmers and removed from its power to import and to trade rice.

04:41At present, several bills have been passed to amend the Rice Tarification Law.

04:46There is also a separate bill to completely trash it.
