Ex-Pres. Rodrigo Duterte, itinanggi na nagkaroon ng 'Gentleman's Agreement' tungkol sa WPS noong panahon ng kanyang pamumuno
Transcript
00:00 The Philippines, America and Japan agreed to allow the government to continue to bully China in the West Philippine Sea.
00:09 This is what Patrick De Jesus reported.
00:11 Former President Rodrigo Duterte refused to enter into a gentleman's agreement with his administration on the issue of the West Philippine Sea.
00:22 But he admitted that he had a status quo back then to avoid any trouble.
00:28 This means that there will be no movement between the Philippines and China that will cause tension.
00:35 But the China Foreign Ministry denied that they had an agreement with the Duterte administration.
00:42 And now, the Philippines has violated the agreement and continued to bring construction materials to the BRPCR Madres in Ayunginshol.
00:52 As President Ferdinand R. Marcos Jr. said, there is no document, he even called it a "messy agreement"
01:00 and if there is one, he will not acknowledge it.
01:04 For an expert, any agreement about our territory is illegal.
01:10 That agreement, if it's true that there is an agreement but it's not written,
01:16 that is in violation of the Philippine Constitution, a violation of the UN Convention on the Law of the Sea,
01:23 and a violation of the 2016 Arbitral Award.
01:26 What is our claim there?
01:27 Our claim there is the fact that Second Famashol is located within our 200 nautical mile EEC.
01:34 Meaning, we have the exclusive rights to exploit and explore for resources and also the exclusive right to build artificial structures.
01:44 So, if the Philippines decides to reinforce that vessel and maybe build a structure on top of it,
01:53 that's within our rights under international law.
01:56 Meanwhile, the trilateral summit between the Philippines, US, and Japan is of great help according to Ordaniel.
02:06 This includes the discussion on the tensions in the West Philippine Sea where the three countries issued a joint statement
02:12 that they consider a serious concern the ongoing harassment of China,
02:18 when will the three countries, including Australia, join the first-ever multilateral maritime cooperative activity in the West Philippine Sea.
02:28 According to Ordaniel, these activities should be monitored along with other allies of the country.
02:35 This is also in front of the so-called "gray zone coercion" that China is doing.
02:40 We maintain our presence and effective jurisdiction in these areas even if China has such activities.
02:48 In other words, we cannot enter by default because the ship, fuel, or resorts are lacking.
02:57 So, I think more maritime cooperative activities like what happened recently should be done
03:02 with the United States and our other important partners like Japan and Australia.
03:06 The trilateral meeting also discussed the various investments and approaches to climate change.
03:12 The joint efforts of Japan, US, and the Philippines will show the strong relationship of each one.
03:21 Patrick De Asus for Pambansan TV in Bagong, Philippines.
