02:21 This is against the Government Procurement Reform Act according to a deputy majority leader.
02:27 But the Commission on Audit Okowa said that this is not a lawful way to sell rice
02:33 because it is not procurement if not disposal.
02:37 The suspended NFA administrator also said that the bidding process for the Okowa Circular 1989-296
02:46 did not go through so the following administrators did not bid.
02:50 The complainant said that the rice should be sold as a sizzling buffer stock
02:55 for three months after being ground so that it can be safe to eat.

03:03 We exercise due diligence to make sure that this will be judiciously managed.
03:11 Even so, it is still hard to hear why it was sold to two private traders
03:16 instead of being allocated to government agencies that need rice
03:20 like the Bureau of Correction, Bureau of Jail Management and Penology, and Social Welfare Department.

03:34 A trader who bought the rice said that they made a good transaction.
03:39 I believe everything is done in due process.
03:42 But they are not yet getting the rice from the NFA warehouse.
