09:51 The e-trike driver, Mark, has a driver's license.
09:55 He is also required to have a license for other light e-vehicles
09:59 and to have a new registration of the vehicle as recommended by the Land Transportation Office, or LTO.
10:05 It's okay because we have a lot already.
10:07 We want to do this as soon as possible because the MMDA has already issued a plan that prohibits major thoroughfares.
10:14 The LTO laid out this plan in consultation with stakeholders.
10:19 According to the Land Transportation Office, if you have an e-bike or e-trike
10:23 and you will not use it on public roads, you do not need to register it and you do not need a driver's license.
10:32 For example, if the e-vehicle will only be used inside the subdivision.
10:36 But the LTO said that it depends on the regulation of the local government.
10:40 The Transportation Secretary, Ana Pagusapan, and the Panukala should approve it.
10:45 They are also planning to install light electric vehicles.
10:50 According to a congressman, this is part of the Electric Vehicle Act that does not need to be amended.
10:55 The LTO's mandate is to register vehicles and e-bikes and e-trikes as motor vehicles.
11:05 But Ana, it would be cheaper to register e-vehicles than ordinary motorcycles.
11:11 The Spanish Boulevard in Manila, Bonny Avenue in Mandaluyong,
11:16 and Osmeña South Superhighway are on the National Road List,
11:20 where e-trikes, e-bikes and tricycles are prohibited based on the resolution of the Metro Manila Council.
11:26 The South Luzon Expressway, which is not a part of the MMDA, was removed from the list.
11:31 E-bikes can be used on EDSA and other national roads if there are dedicated bike lanes.
11:37 They are limited to bike lanes.
11:38 Even on Barangay Roads, there are exclusive bike lanes for bikes and e-bikes.
