00:21 The D.N.R. is being stopped by a group of advocates.
00:24 Five years after the D.N.R. launched the Manila Bay Rehabilitation Program,
00:29 as a follow-up to the order of the Great of Continuing Mandamus of the Supreme Court
00:33 to fix Manila Bay,
00:35 instead of rehabilitation, Dredging and Reclamation Umano was allowed by the D.N.R.
00:41 Our coral reefs are gone, 80% to 90% of the fish are gone.
00:46 More than 1,000 to 2,000 families from Bulacan to Cavite City
00:49 have lost their homes and livelihoods.
00:51 What else do we need to assist?
00:53 So if before, 20 fish boats were able to catch the family of La Arny in Manila Bay,
00:59 now, they are lucky if they are alone.
01:01 The fishermen in Manila Bay,
01:03 they were able to catch big fish,
01:07 there are shrimp, there are fish, there are many.
01:09 The area of the sea that is surrounded by the Pasay is now more open
01:14 since the D.N.R. allowed the reclamation project to continue there.

01:20 The Philippine Reclamation Authority said
01:23 that the compliance audit of the D.N.R. is now over
01:25 with the suspended reclamation projects in Manila, Las Piñas, Navotas, and Bacuor.
01:31 In those four cities,
01:32 only 2,400 hectares of the sea in Manila Bay can be filled.
01:37 The D.N.R. has a list of requirements based on the compliance audit they conducted.
01:42 And this is now being completed by the project proponents.
01:45 They are all done with the inspection.
01:48 So they are now in the paperwork.
01:50 Compliance with the conditions of the Environmental Compliance Certificate,
01:56 compliance with the area clearance conditions,
01:59 and other conditions imposed by the D.N.R.
02:05 When the requirements are completed
02:07 and the compliance certificate is obtained from the D.N.R.,
02:11 they will be given a go signal by the Philippine Reclamation Authority
02:14 that the work will continue.
02:16 There should be a positive endorsement.
02:19 There is an in writing that says that these projects have been complied with
02:28 before we can order them to resume their activities.
02:32 Just like what we did with the two Pasay projects,
02:39 there was a report,
02:41 and then the report was endorsed to OP and PRA.
02:45 So PRA would order the resumption.
02:48 We asked for the D.N.R. to be announced, but it hasn't been announced yet.
