00:27 The code is supposed to set guidelines for the behavior of vessels in the South China
00:30 Sea amid tense territorial disputes and to prevent or manage misencounters.
00:36 But progress has been slow despite commitments to fast-track the process, largely due to
00:40 disagreements among the governments involved.
00:43 China claims almost the entire South China Sea with its so-called Nine-Dash Line, which
00:48 broadly overlaps with the exclusive economic zones of Brunei, Indonesia, Malaysia, the
00:52 Philippines and Vietnam.
00:54 A 2016 international arbitral tribunal ruling invalidated most of China's claims, a decision
