A spherical conductor is bound by a thin insulator vertically. This conducting ball has a positive charge. A positively charged cylinder is moved towards a conducting ball. Apparently, the conducting ball deviated to the left. That is, the conducting ball moves away from the cylinder. The other negatively charged cylinder is moved towards the conducting ball. Apparently, the conducting ball deviated to the right. That is, the conducting ball moves closer to the cylinder.
