00:00 The MMDA, Metropolitan Manila Development Authority, is preparing for two big events next week, the barangay and SK Elections and the UNDAS.
00:12 We will make an update live from MMDA Acting Chairman, Attorney Romando Artes. Chairman good evening and welcome to the country.
00:23 Good evening sir Aljo and to all of you.
00:30 Attorney, Chairman let's start with this. The number coding is suspended, is that right? When is it effective?
00:37 The number coding was suspended on October 30, on the day of the election, on November 1. And the same on November 2, on the days of the holidays.
00:53 Our countrymen are going back to their provinces. When do we expect the increase in motorists?
01:02 Well first of all, this coming weekend, starting Friday until the 31st, we expect that our countrymen will increase in public transportation, airports, buses, piers.
01:22 Because the 30th and 31st is a holiday, we can now go to the airport. So I think we have a lot of countrymen who will be going to the terminals on Friday, Saturday and Sunday.
01:39 Will MMDA implement zipper lanes in EDSA or in the main roads outside of Metro Manila?
01:51 We will not implement any changes except allowing the buses that pass EDSA from 6pm to 5am so that their turnaround time will be faster.
02:07 But other measures, we will deploy 1,400 personnel who will be in charge of traffic until late night, around 12pm, so that the traffic will move faster until the evening.
02:26 Okay. This is Baranget SK. Elections on Monday, October 30. How is your preparation here in Metro Manila?
02:36 We are helping Comelec in their operations to block posters that are illegally placed.
02:47 We are also ensuring that we have a standby personnel to make sure that the traffic will be organized in the voting precincts. And we also have a standby emergency personnel so that if necessary,
03:06 we don't have an accident or something bad happens. We have a standby personnel to respond.
03:17 Are there any candidates, Chairman, who are protesting against the placement of posters in illegal places?
03:28 There are many. In fact, we have been part of the Operation Baklas of Comelec. We are the one who provide personnel and equipment to remove these posters.
03:43 Comelec has documented this and we hope that the people who are placing posters in illegal places will be prosecuted.
03:56 Do we have any other questions regarding the undocs, Chairman? What are your secret plans to your people in MMDA?
04:04 First of all, we have the No Leave No Absent policy of the undocs to ensure that our staff and enforcers are complete during undocs, before and during undocs.
04:21 We also have the No Leave No Absent policy to ensure that violations that are simple and can be passed, will not be covered.
04:31 We will just report it and will not allow it. We know that if it is blocked, it creates traffic, especially if there is a discussion.
04:44 But that doesn't mean that our enforcers or co-contesters will not be caught.
04:52 The chairman said that the simple violation that I did will not be caught.
04:59 The mere fact that you are blocking and blocking the enforcers, that is not a simple violation that you did.
05:09 We have news that you are increasing the number of motorists who are violating the bus lane.
05:25 Yes, we have received permission from the Metro Manila Council to increase the penalty for those who enter the bus lane.
05:35 In our resolution, the first offense is P5,000, the second offense is P10,000 plus one month suspension of license and the seminar must be undergone.
05:51 The third offense is P20,000 plus one year suspension of license and the fourth offense is P30,000 plus revocation of license of the person who is violating.
06:06 Do we have cameras installed in the bus lanes? Because if there are no MMDA officers, there are people passing by.
06:17 Not just marked vehicles, not just red plates, but private vehicles and motorcycles.
06:25 Chairman, we have CCTV cameras. In fact, we have more than 200 CCTV cameras installed in the entire length of the bus lane.
06:36 Unfortunately, we have a TRO in the end cap, so we cannot use it for the arrest.
06:44 But we expect and hopefully, the suspension or TRO in the end cap will be lifted so that we can enforce the bus lane policy more easily.
06:59 Maybe you have important announcements or advice that we haven't asked, Chairman, if you have the chance. Go ahead.
07:11 To our countrymen, especially those who will travel back to the province, first of all, make sure your homes are secured.
07:22 Second, make sure your vehicles are in the right condition.
07:29 Third, be careful when driving. Avoid collisions and road fights.
07:39 We should be more patient because we know that when there's traffic, there are many people who are in trouble.
07:45 We should be more patient when there's traffic and we can also reach our destination.
07:51 That's all. Thank you very much. Good evening.
07:54 Thank you very much, MMDA Chairman Romando Artes. Good evening.
