00:10 Weeks after her arrest on child abuse charges,

00:13 neighbors are opening up about Ruby Frank

00:15 and sharing what they described as hypocritical behavior

00:18 the embattled family vlogger had displayed off camera.

00:21 Frank, 41, was arrested at her business partner

00:24 Jodi Hildebrand's home in Ivins, Utah on August 30

00:27 and currently faces six felony charges of child abuse.

00:30 Hildebrand, 54, also faces those six charges.

00:33 Frank had garnered about 2.5 million viewers

00:36 through her eight passengers page on YouTube,

00:38 where she vlogged about her and her husband's life

00:41 with six kids since 2015

00:43 and drew backlash for her parenting style.

00:45 In 2022, she joined Hildebrand

00:47 to start the Moms of Truth social media page,

00:49 which was an offshoot of Hildebrand's

00:51 Connections, Faith, and Behavior podcast.

00:53 On Moms of Truth, Frank and Hildebrand

00:56 often shared controversial parenting advice

00:58 and drew divisive reactions to their stances on race,

01:01 religion, sexuality, politics, and more.

01:04 In recent weeks, neighbors have opened up to PeePeePill

01:06 about what Frank was like off camera.

01:08 She has this walking contradiction.

01:10 One neighbor who spoke on the condition of anonymity says,

01:13 "We would see how she was with her kids,

01:14 and then I would see these ridiculous YouTube

01:17 or Instagram videos of her pontificating and lecturing

01:19 and preaching about how to be a mom of truth.

01:22 And I was just like, 'This is the craziest thing.

01:24 This is the worst mother I know of.'"

01:26 The neighbor shared a handful of stories

01:28 about Frank's behavior,

01:29 alleging that she often flirted with other men

01:31 in the neighborhood,

01:32 but often spoke about the evils of lust.

01:34 The Frank family lived in Springville, Utah,

01:37 about four hours north of where she was arrested

01:39 at Hildebrand's home.

01:40 "She was very flirty with men to where I was like,

01:42 'Oh, that's kind of weird,'" the neighbor tells PeePeePill.

01:45 "She'd be very flirty with you,

01:47 especially if she caught you alone

01:48 going out to the mailbox or something like that.

01:51 And then at the same time,

01:52 publicly, she would act differently."

01:53 The neighbor continued,

01:55 "There was an incident, I guess,

01:56 where a girl wore a two-piece swimsuit

01:58 to a pool party in the neighborhood,

02:00 which is normal, right?

02:01 She just went ballistic,

02:02 and she was lecturing people in the local LDS,

02:05 Latter-day Saints congregation about lust

02:07 and about the evils of this and that

02:09 and the virtues of modesty,

02:10 and yet she would be really flirty with men.

02:12 I always thought that was a weird thing."

02:14 The neighbor says he remembers conversations

02:16 he and his wife had about Frank's behavior.

02:18 "I was like, 'What is she hiding?

02:20 It's like she feels shame or guilt

02:22 about maybe the way that she is.'

02:23 And so she overcompensates,

02:25 and then we noticed the same thing with the kids.

02:27 She was honestly just an absolutely horrific mom," he says.

02:31 Frank and Hildegrand were taken into custody last month

02:33 after police allegedly discovered

02:35 Frank's two youngest children emaciated

02:37 with visible wounds and markings from being bound,

02:40 according to a police press release.

02:42 A neighbor had called 911

02:44 after Frank's 12-year-old son allegedly escaped the home

02:47 and ran to his house begging for food and water.

02:49 The two women are currently being held without bail,

02:52 and lawyers representing them have not responded

02:54 to People's request for comment.

02:56 Frank and Hildebrand's next hearing

02:57 is set for early October.
