00:00 Pilot testing of a solid curriculum for the next week.
00:05 That's what we'll be discussing with Assistant Secretary Francis Cesar Bringas,
00:11 Deputy Spokesperson of the Department of Education.
00:15 Sek, good afternoon.
00:18 Good afternoon, In. Good afternoon, Sek.
00:21 To all the listeners, good afternoon.
00:24 And for our countrymen to be more enlightened, especially the students and the parents watching,
00:34 what is this solid K-10 curriculum and what are the significant changes in this new curriculum?
00:43 Okay, this is our K-10 curriculum.
00:47 It is still part of the K-12 curriculum, but we have revived the Kinder to Grade 10,
00:56 that is the Matatag curriculum, but we have also underreviewed the Grade 11 and 12 curriculum.
01:02 Our new Matatag curriculum significantly reduced our curriculum, our learning competencies.
01:11 So our curriculum was decongested from 11,000+ competencies to only 3,600 competencies in the entire Kinder up to Grade 10.
01:23 So we will see the very significant changes in the first three grades in the elementary
01:29 because now we are focusing on the foundation skills on mathematics, reading, language, literacy,
01:37 and we have included the additional subject of good manners and right conduct in the entire elementary level.
01:45 We no longer have a mother tongue as a separate subject for grades 1 to 3
01:50 because our mother tongue can now be incorporated in our language classes.
01:56 We have also focused on good manners and right conduct,
02:01 including the separation and the added time allotment for value education or education in the future.
02:11 Sir Bringas, how is the process of monitoring and evaluation of our Matatag K-10 curriculum?
02:19 Will it be implemented in the entire school year in schools that are already participating in pilot testing?
02:25 You'll take the pilot testing this year, only 7 regions and there are 5 schools per region.
02:34 So that's a total of 35 pilot schools for the Kinder, Grades 1, 4, and 7.
02:41 So this is going to be part of our research.
02:43 We will look at the challenges, issues, and gaps that may be associated with the pilot implementation.
02:52 So that when we have a full implementation by 2023 for the set grade levels,
02:59 then our implementation will be more smooth because we are only implementing phase or stage.
03:08 So Kinder 1, 4, 7 for next school year, and then we have the succeeding grade levels that will flow for the second school year
03:16 until we finish in 2028 until grade 10 implementation.
03:22 What are the preparations made by the schools and teachers in the pilot testing?
03:30 Okay, our preparations for the pilot testing are really focused on our teachers
03:36 because we need to train the teachers on how to use our new curriculum guides
03:41 and how to use our lesson exemplars as well as develop learning activity sheets for the implementation of our curriculum.
03:49 At the same time, we are also orienting our school heads, supervisors, superintendents, and our chiefs in the curriculum
03:57 because they are the ones who are in charge of monitoring the implementation of the program
04:02 and conducting technical assistance for the enhancement of expertise through collaborative activities among teachers.
04:12 So our preparation is more on how it is going to be implemented,
04:17 including the learning resources that will be used for the pilot implementation.
04:22 Asek, you mentioned earlier the phase implementation of this program.
04:27 In the coming years, please explain how this phase implementation will be done.
04:32 What levels will it be implemented in the next school year, Asek?
04:36 Okay, for the phase implementation, by 2020 for 2025, we will implement Kinder grades 1, 4, and 7.
04:45 For school year 2025-2026, we will add grades 2, 5, and 8.
04:53 For the school year 2026, we will add grades 3, 6, and 9.
04:59 And for 2027, we will add grades 10.
05:05 By then, we will complete the revised curriculum offering of Kinder up to grade 10.
05:14 So Asek, what are the challenges you see from the implementation of the new K-10 curriculum?
05:23 Can we say that it will be easier and more beneficial for the students?
05:30 Yes, because the main purpose of revising the curriculum,
05:34 one of the main purposes actually is to help us recover from the learning loss brought about by the pandemic
05:42 or exacerbated by the pandemic.
05:45 We also have a purpose to decongest, to master the most essential learning competencies
05:54 rather than one by one or little by little in many competencies.
05:58 So at least in our curriculum, in the phase implementation,
06:02 we will see that the level of difficulty of the competencies starts at our entry grade levels 1, 4, and 7.
06:11 And you need to master the competencies in the lower grade levels before you can proceed to the next higher grade level.
06:20 So this will be significant because our learning areas are reduced.
06:25 Therefore, our learners can focus in the early grades on foundation skills.
06:30 And we also had extra time to include the mandate of our law
06:38 that good manners and right conduct should be included in our basic education curriculum.
06:45 Asek, we have a question from our media partner, Red Mendoza of the Manila Times.
06:53 Are we still on track to eclipse the enrollment numbers in 2022?
06:58 Are we still expecting 27 million or more learners for school year 2023 to 2024?
07:07 Okay, just to put the question, my answer in context.
07:11 Today, we have already opened our LIS system for the beginning of school year in full or upload.
07:20 So it means that our reporting for quick count has been cut.
07:24 So our last reported number is 26.9 million enrollees for both public and private, including alternative learning system.
07:34 Our quick count reporting has been cut because we have already shifted to the beginning of school year report
07:42 from which we will be getting the official enrollment for this year.
07:46 We are confident that we can still reach close to the number that we had last year
07:52 because in our quick count, we still have a number of schools in several regions
08:00 that have not uploaded their quick count report.
08:04 So since we have shifted to the BOSY, they will not be able to report their quick count.
08:11 But we are confident that we will be recovering those numbers by the time we finish our encoding system
08:20 of our beginning of school year report.
08:24 And then, we will also consider, by the time that we have the official enrollment,
08:31 we will look later on the number of grade 12 completers last year compared to the number of kindergarten entries this year.
08:40 And then we will see what is our variance there so we can account if we have a number that is not meet compared to last year.
08:50 Asek, just a follow-up question from Red Mendoza of Manila Times.
08:54 Now that the 2024 budget proposal is already in the plenary,
08:57 are you hopeful that the DepEd budget will pass through the House and Senate?
09:02 Well, the Committee for Appropriations during the committee hearing for the budget of the department
09:10 made several clarifications and we were also asked to submit additional documents
09:16 to explain or to justify some items in our budget and we have complied with those requirements.
09:24 So hopefully, during our plenary hearing on September 26, it will be smooth and there will be no hindrances
09:33 for the approval of the budget of the Department of Education.
09:37 We have with us Assistant Secretary Francis Cesar Vingas,
09:43 the Deputy Spokesperson of the Department of Education.
09:46 Thank you very much, Asek.
09:48 Thank you very much, Ninia and Eutec.
