00:00 Sadr-e-Mumlaqat has tried to kill two birds with one stone?
00:03 He has tried to appease the PTI base and also tried to offend the Halkas.
00:11 Do you think so?
00:12 By writing a letter?
00:13 Look, my own view is that Sadr-e-Mumlaqat has perhaps commented on a recommendation
00:22 or has written a letter.
00:26 He has not decided.
00:30 The Constitutional body, the Election Commission of Pakistan, has reached that point and they
00:35 will decide when they should do it.
00:38 Was there a need for this recommendation?
00:40 I think they would be in a better position to answer this question.
00:46 What need do they feel?
00:48 Sir, the question is being asked to you, on the ground, in every interview, every day.
00:52 Your opinion is very important to me.
00:56 Was there a need for this recommendation?
00:57 Because you all seem very clear on what the law says or what is required.
01:01 Do you think this was just irrelevant?
01:03 Shouldn't it have been done?
01:05 Look, we are holding two officers.
01:07 The President is the Constitutional Head of the Government of Pakistan.
01:13 And he has his own position and opinion regarding the election.
01:19 He has a relationship with the political community.
01:22 He will consider all aspects and make any recommendation or decision.
01:29 My mandate is a little different.
01:31 I have to assist this whole process and I have to do it in such a transparent manner
01:37 that first, we should try not to raise our fingers.
01:40 If we do, then at least we should raise them a little.
01:43 The important members of your cabinet, the Minister of Justice, also went to meet them.
01:47 And I know that they were not summoned.
01:50 Did you send them?
01:51 Look, our position is very clear on this.
01:54 And we are repeatedly saying that conducting this process,
01:59 its execution, is the Constitutional body of the Election Commission of Pakistan.
02:03 And I hope that you would have had your position as a Nigranj set-up.
02:05 You should have been neutral.
02:07 But still, from day one, you are taking a position.
02:09 And I spoke to you about this earlier as well.
02:11 If you think that taking a position based on the law compromises neutrality,
02:21 then I will explain again.
02:23 The mandate of the Nigranj set-up or caretaker government is that,
02:28 according to the law, the function of the government should be dispensed.
02:34 If you interpret it with a particular bias,
02:40 then you can do that.
02:41 But this is what we are here for.
02:43 Mr. Prime Minister, I have come to this chamber many times.
02:45 I have interviewed many ministers.
02:47 And when I say this to you, I will bring it on record.
02:49 You might be amongst the very few who are very articulate and well-read.
02:53 So when a person like you says that the law is,
02:56 you must have read the law which says, "Subject to the Constitution."
03:00 And the word "subject to the Constitution" was brought up in the Parliamentary Committee.
03:04 So every law is subject to the eyes of Pakistan.
03:06 So I am not going to get into a legal debate here with you.
03:09 But you took a position.
03:10 That is my problem.
03:11 Why take a position?
03:12 Ideally, you should have said, "The Supreme Court should give a statement.
03:15 We are sitting here.
03:16 We will facilitate the elections when they say."
03:19 Sir, the law is subject to the Constitution.
03:26 And we believe that when a law is passed by both the houses
03:31 and it is given an assent from the President,
03:33 then no unconstitutional law can be passed through such a large forum.
03:38 If the question is unconstitutional,
03:42 then it goes to the Supreme Judiciary and there is judicial contemplation
03:48 and they reach a judicial conclusion.
03:50 We have not come across any such judicial conclusion yet.
03:55 So the law that has been passed by the Parliament and has been given an assent,
04:01 we consider it to be a constitutional law and we are talking about it in accordance with it.
04:05 And now the Pakistan Bar Council, the Supreme Court Bar Association, the Islamic Jamaat, PTI,
04:10 the President himself mentioned that this is a subjudice case.
04:13 This case is in the court.
04:15 It will be heard that justice will be sworn in.
04:17 They will probably hear this.
04:19 Whatever decision is made, will you accept it?
04:23 There are no two opinions in this, of course.
04:25 Okay.
