00:06 Meanwhile, the DepEd explained in the budget hearing why the agency needs confidential funds.

00:20 cried Vice President Sara Duterte,

00:23 that they can work in the Office of the Vice President.

00:26 He also bravely faced the questions from his fellow Senate committee on finance

00:32 regarding the OVP budget for the next year.

00:36 "We can only propose, but we are not insisting.

00:39 We can live without confidential funds.

00:41 But of course, our work will be much easier if we have the flexibility of confidential funds

00:50 in monitoring the safe, secure, and successful implementations of the programs, projects, and activities of the Office of the Vice President."

00:59 VP Sara also answered the repeated questions of the Senators in the minority

01:06 such as the legal basis and the mandate of the OVP.

01:11 "Which mandates of the Office of the Vice President will be supported by the aforementioned allocation of the confidential funds?"

01:36 "The buses donated to me, I lent to the Office of the Vice President to support the Libling Sakay."

01:46 "In addition to that, I discharged the functions and duties of the Secretary of the Department of Education.

01:56 And in addition to that, I was tasked by the President to co-chair the National Task Force on Ending Local Communist..."

02:12 "And in addition to that, I also took on the role of President of the Southeast Asian Education Ministers Organization, CIMEO."

02:30 The OVP will discuss the security detail of more than 400 buses.

03:25 on why they need confidential funds that are used to recruit or manage rebels in schools and fight illegal drugs.

03:35 "The numbers, for example, for recruitment, 12.3% of the rebels, those who surrendered 2016 to 2020,

03:43 were minors, not 12 to 17 years old.

03:46 In fact, we have information that 16 schools just within Metro Manila are involved in recruitment activities."
