00:56 the Department of Agriculture admitted that
00:58 the imports of rice are lower now compared to the same period in 2022.
01:04 They say that more imports are needed if the El Nino is correct.
01:07 If the El Nino is continuous,
01:09 we are recommending that we should bridge it through imports.
01:14 That's why we are recommending around 500,000 metric tons to arrive between November and January 2021
01:23 so that we would be ensured of sufficient supply.
01:27 The congressmen asked,
01:29 "Why are we relying on imported instead of encouraging local production?"
01:34 It's all about importation.
01:37 We are not living on our own anymore.
01:41 Before, we were exporting.
01:44 Now, it's all about imports.
01:46 The Department of Agriculture said that
01:49 they are encouraging the production of rice in the country instead of relying on imports.
01:54 They changed their habits today,
01:57 such as moving crops from dry season to wet season,
02:01 and considering climate change.
02:04 We should focus on improving the productivity of our local production.
02:09 That is actually what we aim to do.
02:12 We are doing now,
02:15 restrategizing our rice program.
02:19 We also asked the DA to increase the price of rice.
02:23 The average price of regular milled rice is now 40 to 43 pesos per kilo.
02:29 The well-milled is 43 to 46 pesos,
02:32 the special is 45 to 47 pesos,
02:35 and the premium is 50 to 60 pesos.
02:38 Because of the prices of inputs,
02:41 fertilizer prices, as you have already known,
02:44 as we all know, it increased.
02:46 Then, the fuel cost increased.
02:49 And then, this is what is influenced by international events.
02:57 So, there is really an increase.
02:59 And you can see that the increase in farm gate prices is coming from this.
03:03 But some lawmakers asked,
03:05 "Why did the price of rice go down,
03:08 but the price of rice did not go down?"
03:10 In 2019, rice prices dropped to 7 pesos,
03:14 and farmers suffered a loss.
03:16 And yet, the retail price of rice only went down by 1.50 pesos from the previous year.
03:23 So, there's really something going on with the cartels.

03:30 "The inventory of rice supplies in the country should be released every day,"
03:35 "just like what the pandemic did to the COVID cases."
