00:00 While the flood is still not reaching Pampanga and Bulacan,
00:04 the residents of Alipunga are facing more problems.
00:08 A barangay needs to supply more medicine to Alipunga and Leptospirosis.
00:13 Witnesses are Jun Venaracion, Jonathan Andal, and Lei Alves.
00:18 From the air, this is what it looks like now that it's flooded and flooded in Pampanga.
00:26 The houses are covered in water, like an island.
00:30 Almost the entire town of Apalit is still flooded.
00:34 In the surrounding barangay, the water is still dripping.
00:38 It's hard to walk at night, it's scary.
00:41 It's really hard, we only get skin disease.
00:48 Alipunga cannot be lost here, it's flooded.
00:52 In the past years, only two barangays are flooded in Apalit,
00:57 including this surrounding barangay.
00:59 But now, 11 out of 12 barangays are flooded.
01:04 The water is so high, it's not even helpful to do dredging
01:08 in the main waterway of Apalit before the floods.
01:12 The initial account of the Pinsala in agriculture is 50 million pesos.
01:16 It's a signal that we have to recalibrate our land sale programs for flood control.
01:23 I want to go to the airport.
01:25 Until this afternoon, 10 towns in Bulacan are still flooded.
01:29 Including San Miguel in Calumpit, where the water is still dripping.
01:34 It's flooded in the evacuation center.
01:36 Other residents did not evacuate and are on the second floor of the house, like Cecilia.
01:41 Her living computer shop was flooded.
01:44 Our beloved President, if the flood solution here in San Miguel, Riverside, can be done,
01:52 I hope we can take action.
01:54 The other resident in Iba Oeste, Alipunga, is in trouble.
01:59 The barangay is calling for help because they have run out of medicines for leptospirosis and alipunga.
02:04 Governor Daniel Fernando of Bulacan said they still have supplies of medicine.
02:08 He can ask the health offices in the municipality and even the capital.
02:14 He will also send a message to President Bongbong Marcos that he is expecting to go to Bulacan on Monday
02:17 for the long-term flood solution that they have presented to the Congress and the private sector.
02:23 This includes mass dredging or digging in large rivers like the Pampanga River,
02:29 crossing the flood management master plan,
02:31 constructing a mega-dike from Bataan to Cavite, and constructing an additional dam or water reservoir.
02:38 The governor also mentioned the closed gate of Busos Dam,
02:43 which is one of the reasons why flooding in the province is so severe.
02:47 Gate number 5 is closed.
02:49 Three years have passed and it is still not closed.
02:50 What if suddenly someone comes?
02:52 It is even stronger.
02:54 That is scary because when the gates are open,
02:57 Bulacan will be flooded.
03:00 According to the National Irrigation Administration,
03:03 the closed rubber gate has no effect.
03:05 Even if it is not broken, it cannot stop the water that is coming.
03:11 We should ask, are the drainage systems okay?
03:15 Why is the water not coming out of the drainage systems?
03:17 Aside from Busos Dam, the loss of Ipo Dam water is also being blamed.
03:22 According to the forecast, the two dams that were released from the water
03:27 from July 27 to August 4 can fill more than 11,000 Olympic-sized swimming pools.
03:34 If you do not remove the dam, the water inside the reservoir will become heavier.
03:42 It will be more problematic.
03:46 But the large volume of water in Bulacan did not come from Busos,
03:49 but from the strong rain according to the forecast.
03:52 Even if we say that the Ipo or Busos did not open,
03:59 because of the heavy rain, the water will be flooded.
04:05 The long-term solution of the National Irrigation Administration for flooding in Bulacan
04:09 is the construction of a new dam.
04:11 They say that the bidding for the 2.4 billion pesos Bayabas Dam is about to start.
04:16 If there is no problem, maybe in December, the construction can start.
04:21 According to the new leadership of the NIA,
04:23 they can finish the Bayabas Dam in three years.
04:26 For GMA Integrated News, Jun Veneracion, Jonathan Andan, Ley Alves, we are your witnesses.
