Enforcement officers giving an elderly lady a fine in Romford.

An elderly lady was given a £150 fine by enforcement officers, after dropping what a witness said was a "cigarette end" in Romford.
Despite multiple people pleading for them to just give her a warning, they are told the officers have a "zero tolerance approach".
Havering Council said it is "disappointed" in the footage, and that it will be cancelling the woman's fine.
