00:00 Dressed in his trademark khaki, Ukraine's president made a surprise visit to the International
00:05 Criminal Court in The Hague Thursday.
00:08 Speaking after, Volodymyr Zelensky said Russian President Vladimir Putin must feel the full
00:13 power of justice and called for a full-fledged international criminal tribunal.
00:17 "Of course, we all want to see different Vladimir here in The Hague.
00:32 The one who deserves to be sentenced for these criminal actions right here in the capital
00:40 of the international law.
00:43 And I'm sure we will see that happen when we win."
00:48 Zelensky wants a special tribunal to prosecute so-called "crimes of aggression," the invasion
00:54 and occupation of a state.
00:56 Separately in March, the ICC issued an arrest warrant for Putin over the alleged deportation
01:02 of children from Ukraine.
01:04 And Russian soldiers have been accused of some 85,000 incidents of war crimes, including
01:09 torture, rape and the targeted killing of civilians.
01:13 Russia denies committing atrocities in Ukraine, is not a member of the ICC and rejects its
01:19 jurisdiction.
01:20 Putin is not going to surrender to stand trial.
01:24 However, this warrant could limit his travel to ICC member states, where he could potentially
01:30 be arrested.
01:32 Zelensky's visit comes as Ukraine prepares to launch its spring counter-offensive against
01:37 occupying Russian forces.
01:39 He said Thursday that the effort is countrywide.
01:42 "We believe in success in our counter-offensive mission.
01:47 It's very important.
01:48 We do what we can.
01:50 We do our best.
01:52 Our society, not only soldiers, our society, we should work on our army."
01:58 Russia has stepped up attacks ahead of the counter-offensive.
02:01 Early Thursday, Odessa and the capital, Kiev, were targeted by two dozen combat drones.
02:07 And Wednesday, at least 23 civilians were killed by Russian shelling in the front-line
02:12 southern region of Kherson.
