Azov brigade or Chechen fighters - who is more brutal?

The Azov Battalion is a group of ultra-nationalists from Ukraine that was formed in 2014. There are 900 to 1000 fighters in this group, who are part of the Ukrainian army. When the Soviet Union broke up in December 1991, Chechnya became a separate country. Both groups are considered the most brutal and dangerous in the world. But which one is worse?
