US President Joe Biden announced sanctions on Russia in an address on Tuesday. The sanctions on two Russian financial institutions have effectively cut the country off from Western financing. This comes after Russian President Vladimir Putin ordered the deployment of troops to the two breakaway regions in eastern Ukraine.
