It is called "the land that flows on the sea" and is indispensable for mankind to obtain marine oil and gas resources equipment. An offshore oil rig comprising an upper body located above the surface of the sea and connected to a completely submerged hollow base via partially submerged substantially vertical connecting legs forming a buoyancy tank. The submerged portion of each of the legs comprises a series of at least two sections, the first section with solid walls defining an enclosed space and forming a buoyancy tank, and a second section with a perforated side wall defining an inner space open to the surrounding marine environment.
