Dr. Happymon Jacob speaks to Ambassador Nirupama Rao [Foreign Secretary from 2009 to 2011, and India's Ambassador to the United States, China as well as High Commissioner to Sri Lanka] about the second informal summit between President Xi Jinping and PM Modi in Chennai.
