Who is responsible for the deaths due to shortage of oxygen?

Corona patients are suffering badly. People are dying due to a shortage of oxygen in Delhi, UP, Rajasthan, and several other states. Hospitals have made it clear that if you want beds, then bring the cylinders with you. Who is responsible for such a situation?
