Tamil Nadu’s Chennai received very heavy rainfall on Wednesday morning even as the powerful Cyclone Nivar is barrelling towards the southeastern coast prompting authorities to declare a holiday, ban public gatherings, closing shops and mobilising thousands of rescue personnel.
