Why is TN Secretariat in a state of dysfunction? In the history of this assembly, there have been Speakers who did not conform to the Chief Minister. Yet the current Assembly doesn't seem to run usual business at all, mired in negativity and personal criticism. Is AIADMK's majoritarian monopoly to be blamed for it? Thirumavelan quips.
