A Gender Vulnerability Index compiled by Plan India and released by the Ministry of Women and Child Development has ranked Goa the safest state for women, but the national capital, on the other hand, continues to linger at the bottom of the index with other states like Uttar Pradesh, Bihar and Jharkhand.
