The Perikatan Nasional government led by Prime Minister Muhyiddin Yassin was formed due to cooperation between individual elected representatives and not on the basis of a common policy.
This was one of the main reasons why PN had failed to coordinate at the state level, according to Sabah Umno chairperson Bung Moktar Radin.
