The video shows The Floods in Rome Italy at the Tiber island(Isola Tiberina). The island has a hospital and church. The church was engulfed by water but the hospital narrowly escaped the floods in Rome.
Below and to the left and right are actually cycling lanes which are submerged by about 8 meters/yards of water! If you consider that the normal level of the water in the Tiber River (Tevere) is about 1 to 2 meters below the cycling lane!.
