Dominican Republic: President Joaquin Balaguer started on Thursday his fifth period of constitutional government in the midst of the worst economic crisis he has had to face as a ruler. A violent 2-day general strike left 11 people dead, 109 injured, 66 shops ransacked and burned, and the bombing of home-made bombs.
