Manila court issues TRO vs transfer of 27 BOC collectors

The Manila Regional Trial Court ordered the Bureau of Customs to suspend for 72 hours the transfer of 27 collectors to its new customs policy research office. The court says it has "prima facie" evidence that shows it was beyond the authority of Customs Commissioner Ruffy Biazon to re-assign the collectors to the office, which is under the Department of Finance. Speaking before a group of businessmen today, President Aquino expressed disappointment over the court's decision, saying the revamp is part of efforts to instill reforms at the BOC.
