Japan is seeing a boom in whale watching, with tourists heading to get a close-up look at the marine mammals in locations such as the small town of Rausu on the northern island of Hokkaido.  But only some 160km (100 miles) away, whale-hunting boats have headed out to sea for the first time in 31 years, after Japan decided to allow commercial whaling to resume as of July 1, 2019.
