The joint investigation of the Philippine Coast Guard (PCG) and the Maritime Industry Authority (Marina) says the Chinese vessel involved in the Recto Bank incident failed to undertake measures to avoid colliding with the Filipino fishing boat Gem-Ver, and eventually abandoned the boat's crew, in violation of maritime laws.
