Congress vice-president Rahul Gandhi is likely to speak in the Lok Sabha on Monday evening on the issue of the land bill. "Rahul Gandhi speaking in Parliament is something like a solar eclipse which happens once in a blue moon," BJP spokesman GVL Narsimha Rao said on Monday.
