President Pranab Mukherjee attacks congress

President Pranab Mukherjee on Monday rapped the Opposition over repeated disruptions in Parliament. Mukherjee said a noisy minority cannot be allowed to gag a patient majority. He also said that there should not be any disruption of proceedings under any circumstances.
The Winter session of Parliament saw repeated disruptions by opposition parties over a mass conversion ceremony in Agra. The President also slammed the government for taking the ordinance route for normal legislation.
"Parliament must not yield space for legislating and policy making to mass mobilization and street-protests. India's diversity and magnitude of problems requires Parliament to be effective platform to build consensus. Majority has mandate to rule while opposition has right to oppose, expose and depose. Disruption of Parliament leads to loss of time and resources; paralyzes policy formulation," Mukherjee said.
