Highway murder: Haryana minister gives bizarre excuse

In a response to highway murder caught on CCTV, Haryana Cooperative Minister Satpal Sangwan has come out with a bizarre excuse. The minister has made the government sound helpless by saying that crime happens everywhere and it is not possible for the government to provide security in every place.
