Kerala CM Pinarayi Vijayan launches special lottery to raise funds

As Kerala continues to heal from the devastation that has caused damage beyond imagine and the loss of precious life. You have the chief minister of the state now selling lottery tickets with the hope of mobilising funds. They probably thought it's a unique fund raising activity, but in a state that's already struggling to rebuild itself, how feasible is this entire plan? Aren't there better ways to raise funds?
