One man seems to have taken it upon himself to break as many road traffic laws as possible – as he rode his mobility scooter around a city centre roundabout, without lights, while talking on his PHONE. In the footage the man can be seen riding around the roundabout at night, using a head torch to illuminate his path. The unidentified man changes lanes without warning, and seems oblivious to the car following behind him – in which a passenger was covertly filming. It appears as if the man could be breaking at least three road rules, including using the scooter on the road, riding without lights and using his mobile phone will riding around Plymouth, Devon.
