Incoming U.S. NSC chief warns North Korea could be buying time with talks to boost weapons programs

Washington's incoming national security adviser is warning that the U.S. must be on alert as North Korea could be increasing its nuclear and missile capabilities while it buys time through negotiations.
Giving a radio interview on Sunday,... John Bolton said Pyongyang is concerned about U.S. pressure on the regime.
He also said new U.S. tariffs imposed on China over its unfair trade practices could serve as a "little shock therapy,"... adding that Beijing has been taking advantage for too long.
Bolton, a former U.S. ambassador to the UN, was named to replace H.R. McMaster last week.
