An abandoned dog was found 'confused and frightened' by the RSPCA after a man tied her to a fence and heartlessly walked away. CCTV footage shows a man in dark-coloured clothing, with his hood up, walk over to the fence and tie her up. He then runs away, leaving her alone in Laburnum Grove, Peterborough, where she was discovered on Thursday morning.
