During decades of military rule and ethnic conflicts, hundreds of thousands of people fled Burma. Many have been resettled abroad but 140,000 people are still living in camps on the Thai border.

The UN refugee agency has resettled 2,000 people back to Burma, but this week's debate asks, are conditions right in the country for the rest to follow?
