Special Forces come out of the need for specialized skills in situations the regular law enforcement officers are not equipped to deal with effectively. Many countries saw the need for special task forces after the horrific events of the 1972 Munich Olympics massacre, where a Palestinian terror organization took hold of 11 Israeli Olympians and killed them, together with a German police officer.
