Kerry ruled out military intervention in Libya to end militancy there. He made the remarks in Vienna following a meeting of more than 20 countries on the Libyan crisis. Participants have been conferring on ways to strengthen Libya's fledgling government. The aim is to give the internationally recognized administration more muscle in fighting ISIL and other armed groups. Libya descended into chaos after the ouster of Muammar Gaddafi five years ago and soon turned into a battleground for rival militant groups. The power vacuum has allowed ISIL to expand its operations. The recently formed government has been slowly asserting authority in Tripoli, but it still faces a rival administration in the east.
