Vincent Cochetel, the UN high commissioner for refugees’ regional director for Europe, says a European Union deal to send back refugees to Turkey would contravene international law on refugees’ right to protection. Cochetel says the EU commitment to resettle 20,000 refugees over two years, on a voluntary basis, was not ‘balanced enough’.
