16th Congress opens, militants march ahead of Aquino SONA

President Benigno Aquino III will deliver his 4th State of the Nation Address before a joint session of Congress Monday, July 22, 2013. Militants marked the day with a series of protests that tested the "maximum tolerance" policy of police as they tried to get through the barricades, burned an effigy of the President and egged anti-riot cops. Meanwhile, the Senate and the House of Representatives opened separately, with the Senate electing a new president in Franklin Drilon and the lower chamber retaining Feliciano Belmonte Jr. as Speaker.
