The Philippine National Police and the Armed Forces of the Philippines "will always be united," according to acting PNP chief Leonardo Espina. Espina admitted there was a misunderstanding between PNP and AFP in the Mamasapano operation that killed 44 Special Action Force officers of the PNP.
