Russia and the United States to implement partial ceasefire in Syria, but will it work?

DAMASCUS, SYRIA — On February 22, Russia and the United States have announced a planned cessation of hostilities in Syria that will come into effect at midnight on February 27 to end the five-year-old civil war in Syria, Reuters reported.

However, the truce does not apply to extremist groups such as the so-called Islamic State and al-Qaeda-linked Nusra Front.

To succeed, both countries will have to persuade their allies on the ground to comply, however, according to the United Kingdom-based Syrian Observatory for Human Rights monitoring group, attacks continued in Damascus and Aleppo, reported BBC.

Riad Hijab, chief coordinator of the main Western-backed Syrian opposition, said to Reuters that Syrian rebels will accept the truce once the siege is lifted, attacks on civilians are stopped, prisoners are released and aid is provided.

However, a rebel official said to Reuters that they could be targeted by the government and its allies under the pretext of targeting Nusra, because it is impossible to pinpoint positions held by the terror group.

The U.S. and Russia will establish a communications hotline to monitor ceasefire violations, but have not yet released a statement on how they plan to do so, reported Reuters.

The Syrian government and the armed opposition will have until February 26 to indicate whether they will comply with the ceasefire, the two countries said. However, Hijab does not expect the Syrian government and its allies to comply, according to Reuters.
