Fixing French unemployment: Hollande declares 'economic state of emergency'

The French president declared at the end of 2015 that France is in an "economic and social state of emergency". He was making reference to France's jobless rate, which remains stubbornly high at 10.6 percent. François Hollande has pledged to come up with new measures to reduce unemployment, but unions and employers' organisations are at odds over what should be done.
