In an attempt to move further away from the excesses of Romania's communist past, the country's president on Monday granted Romanians access to files collected by the former secret police, the Securitate.

Romanian leader Emil Constantinescu said that by opening the files to the public, the blackmail of dignitaries and public functionaries on the basis of alleged collaboration with the Securitate would no longer be possible.

Although the Securitate no longer exists, Romania is still a society racked by suspicion and the fear of spies. The country retains nine secret services.

Under communism, one in four of Romania's adult population was believed to have collaborated with the secret police of the dreaded Securitate, which was disbanded during the 1989 anti-Communist revolt.

Because of the huge numbers of informers, parliament has been reluctant to allow the estimated 125 million files to be opened.

Over the past 10 years, several politicians, journalists and key functionaries have been blackmailed with evidence of their alleged Securitate past.

Some have lost their jobs and the reputations of others have been tarnished by allegations that they collaborated with the secret police.

Acknowledging that the law was not perfect, Constantinescu urged parliament, the government and the authorities who hold the Securitate archives for their cooperation in implementing the legislation.
