Prime Minister Narendra Modi, today, addressed a rally at Arrah District in Bihar to woo voters. He also announced Rs 1.25 lakh cr package for the development of Bihar from the centre and urged the people of Bihar to oust what he believes, has been a 'jungle raj' under Nitish Kumar.
