CID chief: Never heard of 'shoot first' policy in 40 years of service

The officer in charge of federal criminal investigations says he's never heard of a 'shoot first, ask questions later' policy in all the time he's been in service. But he says if police are shot at first, that's evidence enough to shoot suspects back.
